Context and Objectives

Requested by the European Parliament Committee on Agriculture and Rural Development (AGRI), the study provided an EU-wide comparative assessment of the 28 CAP Strategic Plans for 2023–2027 across the 27 Member States.

The research examined how Member States translated the reformed Common Agricultural Policy (CAP) into national funding priorities, interventions and targets. It assessed the relevance of the plans to national needs, their contribution to CAP objectives and the European Green Deal, and the effectiveness of the CAP’s new performance-based delivery model.

Covering approximately EUR 260.9 billion in planned EU funding under the EAGF and EAFRD, the study provided one of the first comparative assessments of the complete set of approved CAP Strategic Plans.

RegioGro contribution

RegioGro contributed expert input to the European Parliament study, providing specialist expertise in Common Agricultural Policy analysis, agricultural and rural development policy, programme evaluation and EU policy assessment.

Working within the wider research team led by ÖIR GmbH and ADE S.A., RegioGro contributed to the comparative assessment of Member State approaches and the analysis of how CAP interventions support economic, environmental, climate and rural development objectives. RegioGro is formally credited as an expert contributor in the European Parliament publication.
