We have implemented many impact assessments of policy documents and legislation, focusing mainly on the EU accession economies’ policy initiatives. In our work, we use the European Commission’s impact assessment guidelines, with the acknowledgement of the national legal frameworks for better regulation. Our tailor-made approach ensures that the best possible methods are applied in the policy impact assessment process and that the national-specific requirements for reporting on the impact assessment are taken into account in terms of obligatory content and scale.
Our team members have worked on more than 100 impact assessments in Serbia, Bosnia and Herzegovina, and other Western Balkans economies, supporting the EU accession process and introducing contemporary policies. We have also participated in ex-post assessments for the EU initiatives, covering assignments for DG-Regio, DG-Agri, EU ESPON, and other EU institutions.

Our team had applied monitoring, evaluation and learning frameworks for various clients, ensuring coherent application of management tools for crisis management, quick-respond measures, contingency planning, and reporting on core evaluation principles. In our work, we apply OECD DAC standards for evaluation as the starting point. In contrast, our experts are well-versed in perceiving the unique needs of territory-specific programmes and adjusting the evaluation frameworks accordingly. The developing economies are facing an accelerated trend of high regulatory and policy activities. This is especially evident for economies that are in the EU accession process. Data helps us make informed decisions and projections, ensuring the proper baseline values and definition of problems, hence conjuring policy options that are comparable and validated. Our team has ample experience in conducting both qualitative and quantitative analysis, applying up-to-date data collection methods.
RegioGro goes past traditional data collection methods that rely on surveys and the DELFI process. Our experts use tailor-made approaches that rely on the hands-on collection of data with a focus on gathering data directly correlated to the policy options to be formulated and analysed. For those purposes, on top of traditional survey methods, we apply semi-structured interviews, literature reviews, focus groups, case studies, and hybrid methods, such as Net Promoter Score (NPS). In quantitative analysis, our team uses statistical analysis with the use of R and SPSS as a basis, while the comprehensive cost-benefit analysis is upgraded with the use of Monte Carlo scenarios and uncertainty analysis.
Capacity building in emerging economies’ public administration is a prerequisite for adapting regulatory and functional reforms. Training, therefore, needs to address the specific needs of civil servants, ensuring that the time invested in capacity building is proportional to the benefits. Capacity building of non-public stakeholders, such as NGOs and businesses, is a complementary process that relies on the continuous need for the economy to adapt to the ever-changing regulatory framework.
